CCRC was founded by a group of committed volunteers in the San Fernando Valley in 1975. These individuals saw a need to support young families struggling to find good quality child care and development services and programs for their children. CCRC was formally incorporated in 1976 and began offering its Resource and Referral services. In that same year, a grant from the California Department of Education allowed CCRC to begin providing subsidies to low income families to help pay for the cost of child care (Alternative Payment Program).
